11. Owen Sound's low-income renters are experiencing close to the lowest apartment vacancy rates in Ontario. What can be done to increase the housing supply, especially for younger and low-income people? (Housing issues, it should be noted, are primarily addressed at the county level, so how can a local councillor have an impact?)Several current and former council members speak about the Community Improvement Plan which "offers incentives of interest free loans to developers who are building affordable housing". Can anyone tell us what the uptake is from developers and how many such units have been built under this program?

"Encourage" is a lovely word, used frequently in Master Plans.  How does it actually play out when we try to get developers to build, or higher levels of government to fund housing?

Appropriate housing offers stability for families, workers and business customers. 

This will be important for the 2018 to 2022 council.
