Memorandum of Understanding Between Owen Sound DIA and City of Owen Sound

Events
1. City of Owen Sound Community Services staff will work with DIA Board to provide up to ? events in the downtown core. Events should be planned and managed to budget in total and per event as set by the DIA Board.
2. Events will be scheduled on an annual basis by the Board to allow time to properly plan event and coordinate with City of Owen Sound events schedule.
3. Community Services staff will report to DIA Board regularly on development of events and final report on each event (financial and participation numbers if available).
Operations and Beautification
1. City of Owen Sound staff will work with DIA Board to provide maintenance services in the downtown core.
2. Maintenance service level will be established prior to City budget so that resources can be incorporated in the Annual City Budget process.
3. City will provide one swath sidewalk clearing by the City sidewalk plow each morning on days required due to snow.
4. City will continue to provide snow bank clearing as per the policy currently in place.
5. All staff will be employees of the City.
Parking
1. Enforcement will be provided by the City at a level that maintains the parking turnover as agreed to between the DIA Board and City Council.
2. DIA will contribute the amount agreed upon between the DIA Board and City Council to offset the net revenue loss from customer paid parking.
Marketing and Promotion
1. The Manager of Community Development & Marketing for the City will work with the DIA Board to develop and enact a Downtown marketing and promotion plan.
Administration
1. City of Owen Sound Administrative Assistants staff will provide administration services for the DIA Board such as minute taking, notice of meetings, compilation of meeting agendas.
2. Incoming service requests, complaints, etc. will be administered as are current City requests. These are forwarded for action or response to the appropriate City staff.
