Brian OLeary full

The City's Integrity Commissioner responded to a citizen's complaint at City Council Monday night, reporting that deputy mayor (then councillor) Brian O'Leary had no conflict of interest surrounding his shares in Mudtown Station and any City decision making.

This was the first public report from Principles Integrity which was appointed the Integrity Commissioner for the City of Owen Sound on March 5, 2018.

Many councillors were highly critical of the investigation process, questioning the length of time it took, whether the complaint should have been investigated at all, and whether Mr. O'Leary should receive compensation from the taxpayers for unspecified expenses.  Staff has been asked for a report on the latter.

Councillor Merton requested a review of the council's Code of Conduct and training, as offered by the Integrity Commissioner.

The Rogers TV coverage of this is matter is here in the first 25 minutes of the meeting.

The integrity commissioner's full report is here.
