This letter was not permitted as an addition to the agenda of Monday night's Owen Sound City Council. It was supplied to us. The Chair of the Board of Health, Sue Patterson, and Dr. Ian Arra, Medical Officer of Health, made a delegation to council, apparently responding to this letter.
