A lot of what I had thought about has already been said – both sides of the equation. I just want to clarify. The parking that has been removed downtown, or in the River District, is not a fee that does not still come to the City, because the downtown merchants have picked up that fee. They are the ones that subsidize it, so it's a a bit of a wash in that regard. I mean it's – to the public, they think that the City is paying for it for them, but the City is not – it's the downtown merchants that are supporting that for them.

I do agree with Councillor Thomas that to properly measure something, you need to have this survey. Perhaps it will show it is not a good way to go, but I think it's only fair to have a measurement tool by doing this survey to say whether it is right or it is not right.

So I think we need to start somewhere, so I will support the motion.
