Monday Owen Sound Council has a regularly scheduled meeting at 7 p.m., with a full agenda we'll speak to in another post. After a seven-week break, there will be two last meetings of this council's term before the municipal election.
But the council still has work to do, and at a special meeting Monday at 1 p.mthey are looking at the 2023 Capital budget . as they review progress on the multi-year plan.
"Under the direction of Council, this multi-year Capital Plan includes projects that have been reviewed and evaluated to provide the most benefit to the community, making the best use of all funding sources to get the best value," says the intrroduction to the 422 page budget book, available here.Projects were prioritized on a number of factors including legislative compliance, environmental impact, health and safety and management of assets.
Completed projects include work at the CN Station, Harrison Park and Kelso. The mid-year 2022 Capital Report Card includes projects that have not been started (13%), are in progress on time and on budget (61% of the total - indicated in green), in progress with some variance in budget or schedule (21%, yellow) , and - in red - those projects (6%) with significant delays in schedule or budget variance.
As an example, here is a group of capital projects in the Downtown River District (DRP), Downtown Improvement Area (DIA) and River District.
The 2023 Capital Plan has a proposed budget of $11.4 million, with 70 per cent of that amount, or $7.9 million, allocated to maintenance and renewal of exisiting assets. The five-year program includes a further $100 million in funding from 2024 to 2027.
