A staff report to Owen Sound City Council on Monday, July 13 recommends a one-year renewal of the management contract for the Billy Bishop Regional Airport while staff reviews the possibilities for its future.

"In December of 2016, CYOS Aviation Management Incorporated notified the City that they would not be renewing their agreement to manage the Billy Bishop Regional Airport. The City then prepared and advertised a request for proposals (RFP) to a third party to manage the day-to-day operations of the airport.

In July 2017, the City entered into a three-year agreement with Phoenix AMG Inc. to manage the Billy Bishop Airport. The contract stipulates the City can extend the contract for three years upon notification. To date the contractor has met expectations and staff originally expected to extend the contract for the full three years.

However, several questions have come regarding the future of the airport and how the City might proceed in the future. Given these questions staff is recommending that the contract be extended for one year. This will allow Staff to undertake the appropriate review and provide recommendation(s) on the future of the airport to City Council.

The annual budget for contract services to manage the airport is $125,000 (up from $80,500 in 2017). The annual 2020 budget for the airport is $227,916.36.

The airport belongs to the City of Owen Sound but is located in the municipality of Meaford.
