blackgold-featureScreened compost is now available free of charge for residents of the City of Owen Sound. 

The City has contracted Schwartz Construction to screen the compost, and once they have finished the contract in one to two weeks, there will be no more screening this year. City efforts for the remainder of the season will focus on removing some of the accumulated lumber and debris from the site.

Residents are only permitted to load the finished compost by hand. No private mechanical loaders or tractors are permitted on site due to safety and insurance considerations. The site is open from dawn to dusk, seven days a week. road-closure-regCity officials report that 3rd Avenue East is now completely closed. Both north bound and south bound traffic will no longer be able to drive through the project limits at any time.
The closure will be set up at the end of each day and for weekends. The closure will change daily as the work progresses but will not extend outside of the boundary of the project. The Contractor will be communicating with local residents affected by the closure and assist them with parking and accessing their homes directly. Emergency Services will be notified at the end of each day indicating the exact location of the closure.

  • As advertised, there was a public meeting to hear comments on a proposed new development charges by-law to replace the recently approved, but apparently flawed, development charges by-law. It reflects the two-year holiday on such charges to encourage building, but changes an earlier deposit mechanism to a system that charges development fees to a property's tax bill if there is no residential occupancy permit by March 1, 2018. detour-regCity officials report that pedestrian traffic at the intersection of 8th Street East and 7th Avenue East will be closed to through traffic. Local pedestrian traffic will be permitted to allow for residents to access their homes. The pedestrian detour shall be in effect on May 25, 2015 and will remain in place throughout the summer months and into the fall of 2015 when the reconstruction of 8th Street East is completed.

A signed pedestrian detour will be posted allowing pedestrians to detour around the construction zone safely. The school crossing guard normally located at 7th Avenue East and 8th Street shall be stationed one block east at 8th Avenue East and 8th Street East.
