The Official Plan contains the goals, objectives and policies intended to guide land use development and growth in the City over a 20-year time horizon. The Official Plan serves to manage and direct physical development within the context of social, economic, built and natural environmental matters in the City.
In conformity with the Planning Act and the Provincial Policy Statement, the City is required to update the Official Plan to ensure conformity with applicable planning legislation. Beginning in January 2020, the City has completed extensive public, agency, Staff and Committee/Council review of the current (2006) and draft Official Plans. City Staff would like to extend a sincere thank you for the input and comments received through this review. The Official Plan review process has addressed changes to Provincial and County policies, while also addressing challenges and opportunities associated with housing choice, environmental sustainability and climate change, transportation, land use and design.

The proposed Final Official Plan and an accompanying recommendation report will be considered by the Community Services Committee on June 16, 2021 at 5:30pm. To view the meeting, please visit: www.owensound.ca/meetings
A copy of Owen Sound’s current Official Plan (2006) and all relevant review process background information can be viewed online or by contacting the Planning & Heritage Division using the information below. Subject to Provincial restrictions and shutdowns, information can also be obtained at City Hall, 808 2nd Avenue East, from 8:30am-4:30pm Monday through Friday. Please call ahead or check the website to ensure City Hall is open to the public.
