Yesterday, the College of Physicians and Sugeons of Ontario’s Investigations, Complaints and Reports Committee (ICRC) directed the Registrar to suspend Dr. Rochagné Kilian’s certificate of registration effective October 27, 2021 at 11:59 p.m.. The interim order was made under the Health Professions Procedural Code of the Regulated Health Professions Act, which permits the College to issue interim orders where it has evidence to support that patients would otherwise be exposed to risk of harm or injury.

A communication from the CPSO read "Although we are limited in what we can disclose at this point, additional information about Dr. Kilian’s conduct will be made available at the earliest possible opportunity. That may include allegations referred to the Ontario Physicians and Surgeons Discipline Tribunal.

Members also have the opportunity to appeal interim orders to the courts, at which point the College would present information in support of its decision."

Interim suspension

25.4 (1) The Inquiries, Complaints and Reports Committee may, subject to subsections (2) and (6), at any time following the receipt of a complaint or following the appointment of an investigator pursuant to subsection 75 (1) or (2), make an interim order directing the Registrar to suspend, or to impose terms, conditions or limitations on, a member’s certificate of registration if it is of the opinion that the conduct of the member exposes or is likely to expose the member’s patients to harm or injury. 2017, c. 11, Sched. 5, s. 14.

Dr. Kilian's certificate had previously been restricted by the College less than two weeks ago. She continues to crowdfund for a private clinic. Although she has had to apologize for suggesting that the donations were "interest-free loans" and some money was refunded by Crodfunder,  her video on the website continues to refer to the contributions as $100 loans.
